Public Works & Utilities
The Village of Clinton, Public Works is charged with the management of municipal buildings, grounds, municipal parking lots, street maintenance, snow removal, stormwater management, potable water, wastewater, and traffic operation (signs).
The Public Works Department currently has four full-time employees, including the Director of Public Works. The village has a part-time employee who manages the compost site.

Snow & Ice Removal
For snow removal purposes the Public Works Department prioritizes streets in the Village by their traffic use:

Streets such as Milwaukee Rd (County Road X, J) and Mill Street (County Road J) are considered to be arterial roadways and are cleared first. Streets that the schools are located on such as East Street and the Downtown areas are also considered arterial for snow removal purposes and receive priority.

Secondly collector streets such as Westview Avenue or Meadow Park Drive are done.

Finally, residential or local streets and the industrial park are salted/plowed with dead end streets (low use streets) being cleared last.
It takes the Public Works Department about eight hours to clear the eleven miles of streets and the alleys and parking lots from curb to curb. Sidewalks are cleared after the streets, alleys and parking lots.

​In accordance with the Village of Clinton Code of Ordinances § 41-204 "The owner or occupant of any lot or parcel shall promptly each day remove all snow and ice which may have fallen or accumulated upon the sidewalk in front of such lot or parcel, and when ice has formed such that it cannot be removed, shall keep the same sprinkled with a material which will prevent the sidewalk from being dangerous to pedestrians. If the owner or occupant fails to comply with this subsection, the director of public works shall cause the snow or ice to be removed or sprinkled as required, the cost thereof to be assessed against the property as a special tax."
In accordance with Section 41-206 of the Clinton Code of Ordinances allows for the declaration of a snow removal emergency when conditions warrant. This policy dictates who and how notifications will be made in a snow removal emergency along with instructions on actions to be taken for vehicles, trailers, or semitrailers left on village streets during a snow removal emergency.
The Public Works Director or his designee shall declare a snow removal emergency and notify all Village employees and media outlets for public service notification. (See list of media outlets.)
Whenever possible, the Village Clerk's office shall put the snow emergency on the village website and its direct e-mail list.
During a snow emergency, no parking shall be allowed on any public street. All notice shall state the beginning time and ending time for the snow emergency along with instructions not to park on Village streets during that time. The notice shall also state that the Municipal parking lot is available for off street parking as stated below.

In accordance with the Village of Clinton Code of Ordinances § 41-205 "No person shall cause to be deposited snow from his premises onto the sidewalk abutting thereon or onto any street in the village without a permit therefor from the director of public works, who may require payment of a fee sufficient to reimburse the village for the cost of removing any snow so deposited."
Waste Management
CLEAN SWEEP is a county management program through the Department of Land Conservation to dispose of HAZARDOUS household and agricultural waste. The program is currently funded through grants and donations and pre-registration is required to participate.

Water & Sewer Utility
Sewer rates are subject to approval of the Village Board upon recommendation of the Public Works Committee.
SEWER UTILITY RATES
When adjustments to the sewer rates are warranted, the utility submits information to the Public Works Committee. Upon review of the information, the committee proposes rates and schedules a public hearing. After the hearing, the proposed rates are either approved or disapproved by the Village Board.
